Then start anywhere you can afford. People will always need houses of all budgets and sizes.

Would recommend bahria town, DHA or B-17 for building and selling 10 marla houses which is the most in demand size outside CDA sector. Budget should be around 2 crore in mind with good quality construction and expected profit should be 30 to 50lac deoending on plot location, finishing design and how quickly you want to sell. Budget can also go higher to around 220 or so but again depends on location and finishing.
