New development in fda housing scheme!

Fda has decided to cancel the plots of defaulters of the fda housing scheme. The allottees owe an accumulated sum of 1.59 billion for non-payment (in terms of monthly payments, development dues, conversion charges etc) over 16 years. The authority will auction off plots of the allottees who fail to clear their dues in the given time.

What i want to know is the current development status of the project? Aren’t 16 years enough for a project to be completed? I saw a news piece saying that the electrification process in the scheme will take another year. So how does fda justify auctioning plots and charging people when the project has remained stalled for so long?
