Naveed, you are right but I think that this gloom is here to stay regardless of tabdeeli. This model of buying lands and selling them at premium is over. Value addition has to be done to land to make the money onwards.

If noc was issued by CDA without investigating the source of money to purchase the land than government should safegaurd the interest of investers.

NOC was denied by CDA but then High Court reviewed the case and ordered CDA to issue the NOC. CDA had no choice.
But on the other hand even if a small shop-owner leaves his shop unattended, it will collapse quickly. Property development is tedious job and with him not on top, all work will probably stop and value of the files will crash accordingly.
