You can not build 4 houses of 1 kanal on a 4 kanal plot. This is CDA sector and they enforce their rules.
U can make 4 houses on it. But u cannot divide a 4 Kanal plot in 4 plots and cannot sale or transfer it to 4 persons independently . Only one division is allowed by the CDA. Divide plot after division you will have 2 plots of 2 kanal. Construct 2 houses each on these plots after leaving compulsory open spaces( set backs) all around. People have constructed 4 houses on 2000 and 2700 yards plots in F-7 , F-8 and F-10.
