Will this part be built and when?

Definitely will be built, no doubt about it. All the land needed has been purchased and the agreement with contractors has been signed. It has been getting delayed from time to time due to certain patches being under litigation but last I heard, all litigation problems are clear and the project has already been initiated.
Estimated time for completion is minimum one year. Not sure how long it will take, but at the very least a year. I am unaware of how fast construction is, so cannot say exactly when it will be completed.
