Plz any one can guide. Society has made transfer file ready for plot but when once i asked for allocation letter current owner says its not yet signed since competent authority is not available, once he is back allocation letter will be signed. Advise shall i go ahead with transfer or must wait for allocation letter to be signed for existing owner.
