I want to invest around 4 to 4.5 million rupees in some good location either in isl/rwp or multan. Please suggest some options available.
What is your holding power? You are investing for long-term or short-term?
Im looking for long term. It would be great if option is in isb. But it should be approved from all relevent govt authorities.

2 plots 5 Marla in bahria phase-8 in Orchard buy in developed streets
Or one 8 Marla plot in DHA valley in Bluebell block but only & only & only in ballotted part.
Or same size plot in Oleander block with either ballotted or with possession.
DHA valley ballotted & possession plots are keeping appreciating.

Yes agree, these are good options.
Good price escalation in foreseeable future is in areas along Kashmir Highway.

For me Top City/Mumtaz City are guranteed good options but in 5.5+ to 6 million. Under 5 Million is Airport Green Garden.

Another under-mentioned area is Shah Allah Ditta side with open land (Registry-Intiqaal)

AWT 10 marla also seems a good option in your budget, prices are rising gradually, it will get a major boost after the inauguration of CPEC (Hakla - DI Khan route). May be in next 6-8 months.
