Islamabad: Federal Minister for Communications Abdul Aleem Khan has announced a comprehensive reform plan for the National Highway Authority (NHA), directing the removal of encroachments and the introduction of a uniform policy on land use along motorways and highways.
Chairing a high-level meeting at the NHA headquarters, the minister said the reforms aim to transform the authority into a self-sustaining and profitable institution, with a target of PKR 500 billion in annual revenue. He noted that the NHA had already achieved a record increase of PKR 50 billion in its own resources over the past year, which he described as a historic milestone.

As part of the measures, Aleem Khan banned the allocation of funds for patchwork and road repairs, terming it a source of corruption. Instead, he directed that resources be used for new road construction to ensure long-term benefits and proper utilization of funds.
The minister also emphasized restructuring the NHA along corporate lines by engaging private sector experts, introducing performance-based evaluations, and rewarding officers who meet their targets with cash incentives.
He instructed officials to strictly enforce the permanent removal of encroachments from NHA land and to ensure the timely completion of new projects. Additionally, he called for outsourcing commercial rights on NHA land, with quarterly reviews to enhance transparency and efficiency.
The meeting was attended by the Federal Secretary for Communications, the Chairman NHA, and senior officials, who briefed the minister on progress made on his directives.
