Which phase in the Armour Colony is more demanding and more expensive to buy? Did the 2010 floods effect these areas?

My question earlier has had no reply can anyone help as it is urgent to get a response as I have only 2 weeks to sign the contracts, any advice about this area (Armour Colony) phase 1 will be greatly appreciated.
