Should I buy plot in Capital Enclave for short term investment? Is this scheme legal or has some issues regarding legality?

This scheme enjoys a very beautiful location, i was interested in it before 2 years, when they started settling site office, i visited them 2/3 times, i wanted to buy a commercial plot located opposite to the site office, but later i cancelled my plan. It was being told that they will start construction on commercial plots within a month but its 2 years now, still no development, just a sign board does not cater everything. I would not recommend Capital Enclave. For short team investment, you should consider Bahria Town Phase 8 or DHA valley, DHA valley is going to be the next big thing because it is only undervalued society/scheme in Zone 5 now and prices are increasing now.
It may not be good for short term investment, though I heard just today that development work will start again in a near future and that Jinnah Garden will take over Capital Enclave etc etc. It is a nice town ship close to the highway and what ever development work visible on the ground is good, though incomplete. Also visit Jinnah Garden, this society is also attracting lot of investor and end user attention now.
No NOC
Last time I heard nothing but politics, hence why bahria enclave have upper hand due to good repute and they had similar situation but due to bahrias high repute I would edge towards them even though they have noc issues aswell.
Issue is that capital enclave is not a brand and it’s a risky investment. What happens if they are forced to halt development. Surely they are not powerful enough to put wheels on files
NOC is the main issue, location is very good plus management is promising.
