What is future of I-14 and I-16? Is it a good investment?

I am listing about these sectors for the last 5 or 6 years but they never remain constant every six there is a boost in these but very soon we listen about a burst as for as i am concerned i will never ask any body to buy a plot in i-14, i-15 and i-16
