What is the procedure to participate in these auctions? Anyone can join in ?
Every time the procedure is slightly different. You can check CDA.gov.pk. Than one has to submit the token to participate.

What is the procedure on the day of the Auction? is it open bidding or sealed envelope?
I couldn't find rules for on the CDA website.

Ws. Not sure about it. I guess it’s open bidding. I have seen pictures of previous bidding and it was in convention Center. Dealers sitting in the picture seemed participating in open bidding.
