There was a guy who predicted 200 billion USD coming into Pakistan the day after IK will take oath as PM. He is now an influential and well-placed minister in the federal government. FBR has been and is a bunch of lazy blackmailers completely making fool out of themselves. No policy for incentive-driven tax collection but total blackmailing and decade old crackdown notices *(1).
A. Crackdowns: Get into written deal for free-float of PKR and Crackdown on Money Exchangers. Miserably fail and fall below the estimated tax collection and Crackdown on Account Holders and Real Estate Owners. SBP and commercial banks have slapped a Big No on the sorry faces of these FBR guys *(2).
If they really want a crack down, here is the list to go after *(3) *(4).
B. Tax Paid on Real Estate Assets: By the way, a reality check on Taxes being paid for owning Real Estate *(5):
- Capital Gain Tax (CGT) 10%, 7.5%, 5% for selling in 1st, 2nd, 3rd year respectively.
- Capital Value Tax (CVT) 3%
- Stamp Duty 2%
- Withholding Tax Buyer: 2 to 4%, Seller 1 to 2% Filer to Non-Filer?
C. Real Evaders: Do we not believe its a blatant evasion of property tax in the name of Jaati Umrah, Bilawal House, Bani Gala and Zaman Park?
Yes Crackdowns must be done on evaders but we know who the real evaders are *(3) *(4). Unless those are brought into the Tax Regime, no one is gonna give a damn to what FBR thinks and implements. We already know how Filer vs Non-filer system is being tricked.
The day FBR and this system became fair and transparent, they will have the authority and guts to pull each PKR out of evaders' skin, till then let them be happy with their notices and doomed to fail blackmailing.

The irony is, even for posting in favour of Tax collection, one needs a network connection that, on top of other taxes, comes to its consumer in the name of:
- Advance Tax: 15%
- Sales Tax: 20%
Tax collection has never been opposed but it cant be materialised without going after big evaders. Commoner cant subsidize the Elite for the rest of their lives.

At the same time, NS was sitting in the seat of the PM at the time, and he was made na-ehal and brought down on the most trivial of a charge that one can imagine. I am not defending NS as he has probably done most of what he is accused of but none of that could be proven, BUT he had to be where he is now, so it was made to happen (by obviously visible unseen forces)
If even after this, you think IK is doing all this and either he or who-ever is doing all this, really means to punish the corrupt and clean this system, and you can not see this very selective justice system, then I won't even mention NAB chairman sitting in his spot without even denying directly that he did not do what that woman accused him of, or that he does not know her, or get those videos/audios checked by forensic experts, or give his side of the story whatever it is or may be …. then my brother! Musafir sb, I read all your detailed post with a smile on my face, every word of your post is correct, but brother we needs to see the half full glass of water rather half empty, the system was so much corrupted in last few decades that it cannot be even corrected in another 10 years may be, but the light on the far side of the dark tunnel is we start seeing people going to jail, judges been questioned, army officers been punished, nab started some work, some one asking me on the airport at the time of travel how much foreign currency I am carrying with me, when I go to money changer some one must ask my ID card, some one talking about tourism, some one talks about china model and some one making people understand where the direction is.
I wish the time comes where people to be hanged on making wrong deal in foreign office as Korea did. the people to be hanged on corruption like china did, then only this country will run, otherwise the blame on each other and at the end we left with no option will not work. but Pakistan system is molded very well by this two regimes in their favor including media, judiciary, police and public offices, therefore this harsh steps are not possible for any one, the cancer of corruption is gone till the end roots, not easy to remove it in days or month.
I still prefer to be positive (as you call Fool) then hopeless. not because of 92 world cup fantasy but on the change and seeing the wrong ones at least... facing some kind of questions.
The fundamental pillars of state are
- Justice
- Economy
- Education
- Health
Unless these are fixed, or a willingness to start the fixing process nothing is gonna happen. Reality suggest a progress backward in reverse gear. Few cosmetic stuff for media fueling, nothing more. Since decades these have been the issue. The problem gets worsened when we (as a nation) create political idols in the guise of power corrupt.
The national debate now is Tax collection. When our PM, Leader of Opposition and their left/right cronies are all mega tax evaders, to say the least, what else to expect?

State consists of 3 elements:
- Land (Pakistan)
- Awam
- Government elected by the awam, for the awam.
Out of these 3 elements of state, there is only one that is superior than all, which is awam.
Pakistan itself is nothing, just a piece of land. No one can take Pakistan anywhere. Look at Afghanistan, Syria, Iraq, Libya. All are still there. No one took them anywhere. But their awam was weakened and collapsed. So their governments and Armies also collapsed or became ineffective.
SOLUTION:
Qaum, Mulk, Saltanat (as per our national anthem made by our forefathers)
Sab se pehle awam. Phir Pakistan. Phir Government and it's institutions.
Awam mazboot, to Pakistan Maazboot/Awam Kamzor, to Pakistan Kamzor.
Sadly this budget will slaughter awam very badly, rich or poor, everyone will feel the pain.
Instead they should've cut down government's size and it's spending in order to minimize burden on awaam.

Further to Imtiaz, I think the major issue of our country is our people’s moral standards and their attitude towards fulfilling their national responsibilities which may include not paying rishwat, obeying traffic laws, not spilling filth, etc
No matter what laws and implementation we bring, until people show by themselves that they care about the country, we can’t have a developed world like system.
Moral standards, true, but that's only part of the problem. The major problem is "design". Our systems (of govt, institutions, education, health, roads, city infrastructure, civic amenities) are not people-centric. Those have been designed to create a clear regimentation,
- between Officers and Jawans
- between bureaucracy and common people
- between feudals and working class
- between haves and have nots.
If you move in the two circles, you get completely different experience. How the system is facilitating when you are in the upper echelon and how it is crushing and humiliating when you are at the lower.
It is like travelling on Motorway versus GT Road.
Our taxation system is no exception. It is designed to extract taxes from the bones of poors, in order to subsidize and facilitate rich. Look at the SUVs with green number plates running around with chauffeurs and petrol all paid up by taxes on poors. Look at those sprawling banglows, those vast Gymkhana, Clubs, Golf Courses and Race Courses, that most of us can only dream about. Look at those foreign trips all paid up by you and me. Look at those palaces and farmhouses of rich, GORs and DHAs.
It is by design my dears!
Every position deserve its own facilities and incentives depend on the efforts one make in his life to achieve that level, the doctor spending his 8-10 years after college studying day night deserve to use gymkhana and golf courses if paying his taxes as a successful person in his life. Every one cannot be treated in same level.
Japan was built by few business families alone, we should not pull down the people with legal assets and make them run away of country, like happened in past when Karachi businessmen started their factories even in Bangladesh.
The country will be prosperous when People have right to live freely, use any big cars and even living in palaces if the assets are legal and paying their taxes.
@Sohail Khan, what you are referring to is commonly known is "middle class". As opposed to our common Paki understanding, this middle class is not the mediocre, mostly salaried, bearly meeting their own ends. But as per the definition used in the world, middle class comprises wealthy businessmen and industrialists that create jobs, create products and services and makes the economy move.
In my above piece, i did not refer to the middle class. This middle class thrives on consumers with disposable money who can "spend". Not the slave batmans, house servants, farm labourers, chowkidars, rikshaw drivers and jobless youth (rest of the 90%) that can not spend a penny.
Hope you can distinguish the non-productive leisured class who enjoys the fruits of others' sweat-n-blood, just because of their position, not because of their hard work.
(N.B. Doctors, scientists and other top performers are not allowed in Gymkhana and Golf courses. These are exclusive places for the priviledged ones. In the time of british, signs were posted outside those places "Indians and dogs are not allowed" , hope u get the point.)
Everyone has the right for Self-earned 'Luxury' but not at the expense of other's 'Misery'.
Not to forget the same old line on Great Responsibilities that come with Great Powers!
Otherwise, we never to blame next time when some infant is born or dies in the Ambulance, at road side for the sake of VVIP protocol of the 'Deserving Leech' on his/her way to the Golf Course. People collapsing due to dehydration and tankers being poured to increase the lushness of the Golf-course. This system is built on the very foundation of exploiting the deserving and granting to the undeserving!
On a similar note, when non-subsidized health facilities are implemented and proper property tax is collected from those high-walled residents (whoever they may be), many can survive a death on their way to hospital or get a 1 odd Marla roof on their heads.
Unfortunate reality, in this Islamic Republic Zakat Fund is collected by the nation to pay salary/protocol/allowances/lifestyle/trips of the Elites in Religious Ministry. If one will ask the Guy, His Answer + Legal Status will show him as the 'Rightly Deserving' one!
Dear Isloo / Imtiaz, no debate on proper use of tax money and people should have right to ask where their tax money is spent, the best example is UK but we cannot put all in one line.
Isloo sb, I know from where you coming from but Army is the only institution left in Pakistan and the utmost effort is to make it conflicted with common people, there will be groups of people with guns on shoulders to fight between each other for the rest of their lives if army become weaker in this country.
The only reason Pakistan didn't become like Syria, Afghanistan, Iraq or Libya etc so far is this organized Army.Otherwise two Monkeys would have sold the country by now..

Sohail bhai, its never about any specific institute or individual. Unfortunately, a misconception trend that when one talks about Power Corrupt, some implicitly take that as a target to specific individuals and an institute.
Parliament, Judiciary, Military are all fundamental institutes for the state to function. Institutes can be as outstanding or pathetic, as the individuals being part of them.
Our history has it written all over the place:
Dictator of an Institute getting democratic endorsement by other Institute and getting legal cover by the another Institute. In each instance individuals putting themselves well above the institute and the state.
Rest Golf course etc. are left-over changes (considering the magnitude) that are still not spared.

You got me wrong brother. I am not referring to any particular segment. This leisured class runs across all our society. Some times they are Maliks, sometimes Chaudhry, and yet another times they are civil and military bureaucracy.
You mentioned Japanese. Can you tell me how big an office does the top bureaucrat sits in Japan and how far away from his subordinates. And since when? Just do this research and you'll get all answers.
Isloo1 Roora, The economic and social inequalities needs time to recover, again back to basic discussion, accountability and control of corruption are first steps towards changing the nations from developing to developed, not by pulling down the elite class for nothing unless they become elite like N & Z.
Once nations getting towards development this inequalities becomes less and less.
