E-12, D-12 CDA D 'buy Today Build Today'. But How In E-12?

There is a CDA advertisement inviting applications by the deadline of October 1 for balloting of plots in d-12 and e-12 (sizes 40x80, 50x90 and 60x90).

They are saying buy today and build today. In d-12 this is okay. But how can they offer possession to start construction in e-12 today? There are no signs of development so far.

1. Does CDA intend to start development and complete it in a few months in E-12?
2. Is this a misleading advertisement and if so why?
3. What is the price range for plots in this balloting? Lower than market or higher than market?

They still need to do balloting on 7th october. So, if not much but obviously some time is required for the CDA to allot possession.

One should go and ask CDA that how can you give such an advertisement where there is no development in E12.
