I am not really sure, but i think there are banks that lend money for completing a construction. You may have to actually conduct a research on this to find out the right bank. I’d suggest you talk to a few major banks to know your options.
It depends on the location of flat either in some private housing society or government sector. Principal amount of loan will start once the flat possession is handedover till that time bank will enjoy profit. Try to avoid bank as much as possible
