I just want to know which one of these is a better future place to construct a house 0n a 50x90 plot. And secondly how much is roughly the price of a canal plot in 09 or B17.

Go for B-17. No comparison between police foundation (o-9) and B-17. B-17 is much better.
Police foundation = Islamabad sector o-9... (dil ke behlaanay ko ghalib ye khyal acha hei).
In fact even B-17 is also only a society not a proper sector; but B-17 has excellent development standard as a society.
The real Islamabad sectors are only in zone-1. Period.
