Contact a property agent in Lahore and get him to do it for you.
You will give the biana, the Seller will get the "intimation letter" in your name, will give you the photocopy so that you may check it with DHA for it's authenticity. If you are okay, you can give him the balance money in the form of Banker's Cheque and take the original of the Intimation Letter. Take this in original to the DHA office after 45 days, and get the allotment letter in your name. For this you will have to go in person.
