I would not create so much hype about Margalla Avenue. This project is like more than 30 years old, maybe more. It will get done when it get’s done. Based on the current progress rate if this continues, I estimate somewhere around 2023/2024, at least for the first phase until D-12. Completing all the cutting, levelling, asphalt etc. will take time.
Below for your reference, see Google Earth historical and new images compared side by side. This compares the views in 10.2003 to 08.2021. The road cutting seems to be almost the same, nothing has evidently changed in nearly 20 years, almost the same as was 20 years before. The data doesn’t lie. 
@nagijawad, YouTube is filled with updates on Margalla Avenue. Progress on culverts and asphalt is in final stages. Only railway bridge and Shah Allah Ditta graveyard diversion/overhead/underpass are pending.
New date for completion is June 2022.
Although real estate all over country is going stagnant, but this part, specially B-17 is going to jump as MA opened early next year for test traffic.
Another big news for entire Zone 2 is the M14 Isl-DIK motorway inauguration in a coupe of days.
