Wake Up Call For Zone 2: No Allocation For Margalla Avenue

Zone 2: No allocation for Margalla Avenue in CDA budget 2013-14 Please correct me if am wrong.

I think prices in zone 2 shall come to real grounds now. B-17 has cherished much of applause coz of wishful hopes on Margalla Avenue and fierce marketing through the employment of numerous property agents.

Stone crush/environmental hazards near B-17 and Margalla Avenue looping in space suggest a critical review of your investment equation.

Here's an excerpt of the budget

An amount of Rs. 7 billion has been assigned for four priority projects which include development of sectors i-15, c-15 and c-16, acquisition of land in sector h-16 and compensation of acquired land in Mauza Sheikhpur, Jhangi Syedian, Badhana Kalan, Mauza noon.

Estimated expenditures on psdp-funded schemes include rs334.4 million for the under-construction kashmir highway, rs780 million for construction of additional 104 family suites for parliamentarians, rs416.9 million for construction of chirah dam and rs100 million for construction of additional blocks for the senate and national assembly secretariats.

I am not sure if there’s anything written between the lines or might be announced later but at least i could not pick up anything about margalla avenue from all the published news.

Allocation for margalla avenue from previous year will be carried forward. No need for fresh allocation because this project has been tendered and awarded. This 7 billion is only for so called priority projects which will be tendered in the current fiscal year.

For example there is no new allocation for new islamabad airport but that does not mean work will be stopped on the airport.

Yeah understandable explanation for not allocating money for margalla avenue.

I hope this is the case but i seriously wonder if cda has that money allocated n kept in account - unused?

Any financial expert could confirm if u have an allocation that is to be spent this year, it should be accounted for in the current budget. If u look at the details they have explicitly mentioned all the upcoming developments to the detail of replacing street lights budget.

I might be wrong and i seriously hope this be not the case and it gets devleoped on priority but realistically i doubt anythin happenin on margalla avenue.

If they couldn’t continue margalla avenue developement on priority basis as it look like to be and started spending money in above mentioned projects, it could be good idea to judge how sincere and competent our leaders are to run this country.Giving priority to these projects on margalla avenue is horrible example of their vision and capability to resolve issues with competency.

And by the way airport construction should be with civil aviation authority budget.

I dont understand how allocation is need for margalla ave, i would have thought the previous allocation would be carried forward? Wouldn’t this be logic?..As i think so?

Dear abdul, let me explain this way, if cda has approved for it, this does not mean they actually had the money for that. Revenues r generated n spent on yearly basis. After all money has to come from somewhere.

So when u see any budget it states what r the expected revenues and where will they be spent. Similarly cda has explained its forecasted revenues/expenditures.

As far as i know, its not possible that an allocated amount is available and the part which is to be spent this year, does not become the part of income statement or budget.

I think development of c-15 c-16 will be a boost to to the likes of b-17 as well, since they are just across the gt road from b-17, d-17 etc…If they start at lets say 10 million for 1 kanal, that would surely boost the prices across the gt road as well.

If cda have plans to start development of sector c-15,16 than how cda drop margalla avenue? Normally once funds are allocted for some project only additional funds ( for expansion or improvement etc) are allocated in next budget.
There is no question to drop margalla avenue now.

Hmm.. Ok here's further clarification. Please read carefully and let us know what does it suggest:

Budget 2013-14 Under construction kashmir highway [rs. 334.4 mn] Construction of chirah dam [rs. 416.9 mn] Development of sectors i-15, c-15, c-16 and acquisition of land in h-16 [rs. 7 bn]

Budget 2012-13 Construction of khayaban e margallah from gt road to d-12 [rs. 300mn] Construction of 11th avenue from kashmir highway to khayaban-e-iqbal [rs. 300m] Development of sector e-12 [rs. 25 mn] Construction of 6000 flats including infrastructure development of sector i-15 [rs. 500 mn]

Budget 2011-12 Development of park enclave [rs. 584.7 mn] Development of sector i-15 [rs. 100 mn]

Budget 2010-11 Addition of 3rd & 4th lanes to kashmir highway from peshawar mor to golra mor [rs. 241.1 mn] Construction of chirah dam [rs. 500 mn]

If i take your point of view then:

For kashmir highway [rs. 241.1 mn] were allocated in 2010 and [rs. 300 mn] in 2012, then why an additional [rs 334.4 mn] in 2013

For i- 15 [rs. 100 mn] were allocated in 2011 so it should be developed without an additional allocation in 2012 [rs. 500mn] and 2013

Similarly, for chirah dam [rs. 500 mn] was allocated in 2010, then why [rs. 416.9 mn] in 2013

E-12 should be developed too coz cda allocated [rs. 25 mn] for that in 2012

And gosh must not forget park enclave, [rs 584.7 mn] in 2012 - it should be developed too this year.

Or may be its all wrong and cda is trying to keep the secret of margalla avenue development.

Lets see what happens, i wish am proved wrong and margalla avenue develops. But guys please think of those who would put their stake and life savings based on assumptions against assumptions.

People are not millionaires in pakistan and usually buy a single plot in their lifetime. Its our responsibility to direct them to a safer way instead of tickling greed within their hearts.
