Explore Bahria Enclave, G-13, G-14/4, G-15, F-15, D-12, I-10.
In your budget, you may be able to find a small plot in CDA sectors on the above list or a big plot in societies such as G-15/F-15.
Which one would you go far as being beautiful and maybe having the possibility of being a like a zone 1 sector one day
G-13 is good option but the rent you are expecting is a bit high, that you can get from commercial property such as shop etc, not from residential property, also consider buying some PHA flats in G11 Islamabad,they give good rental plus easily manageable.

Near to blue area would be Bahria Enclave, D-12, G-13 , G-14/4. But for G-13 and G-14/4 you can only opt for a smaller plot.
B-17 possession blocks are also good considering margalla avenue becomes operational.
G-15/F-15 also good as one can fetch big plot and near to Zone-1.
