2)state life phase 2

I think DHA Gujranwala is safe & best in your 3 options.
DHA Gujranwala location is superb but long term investment around 5 years
State Life housing society phase 2 is long term and risky investment but good location.
DHA city is risky too but if dha resolve problems then good gain expected.
You can also try to visit for 5 marla plot in NFC 2 or Central Park.... In 18 lac budget.... If LRR will start construction then hope to good gain in near future.
