Islamabad: The management of the Capital Development Authority (CDA) is preparing to take action on cancelled commercial and residential properties, with its law wing directed to compile comprehensive records of such plots, including those currently under litigation.
According to sources, a large number of CDA-owned commercial, residential, industrial, and agricultural plots are either under legal dispute or have been previously cancelled. The authority has now decided to review these cases and initiate legal proceedings where necessary.

An official said that properties occupied for years without valid grounds or with minimal payments to the authority would not be ignored. “If someone has been occupying our property for years without any solid ground, without paying CDA or paying only a nominal amount, we will not spare such cases,” the official said.
CDA Member Estate Muhammad Zaman Wattoo recently directed the authority’s law wing to submit detailed information on all cancelled plots, including those involved in litigation.
In an official communication, it was noted that no follow-up action had been taken on several cancelled plots, allowing former allottees to benefit from the situation. The letter stated that ex-allottees were reportedly entering into agreements with unsuspecting buyers for future sale of such properties, which also affects the financial interests of the authority.
The law wing has been instructed to compile lists of all cancelled plots and submit them within three days, along with details of any ongoing legal cases and the dates of initial filings.

Officials said the authority aims to protect its property interests and ensure timely resolution of pending disputes. “We will ensure early settlement of all cases. We have a large panel of lawyers and a full-fledged law wing,” an official said.
The CDA has also observed that some cancelled plots may have been transferred informally through stamp papers or agreements between former allottees and new buyers. This development has prompted the authority to initiate a broader review of all cancelled properties to determine their current status and legal standing.
