Lahore: The Traffic Engineering & Transport Planning Agency (Tepa) has announced plans to introduce a modern pedestrian-controlled traffic signaling system across Lahore, aiming to improve pedestrian safety and streamline vehicular traffic.
The project will see the installation of pelican signals—a type of traffic light activated by pedestrians—at 20 major roads in the provincial metropolis. The initiative follows a successful pilot project on Mall Road and is part of the city’s broader efforts to enhance traffic management and reduce congestion.
According to Tepa officials, the first phase of the project will implement a European-style traffic management system designed to maintain lane discipline and reduce accidents. The installation is expected to begin soon and is projected to be completed within five months.
“The system is unique as it regulates traffic while enabling safe pedestrian movement, and it also contributes to lowering vehicular congestion and carbon emissions,” an official told Dawn.

Key features of the new system include video-based vehicle detection technology for automated traffic management and a Central Urban Traffic Control System to monitor and manage traffic in real time. LED lights will be installed at zebra crossings, ensuring safe road crossing for pedestrians. The system will also integrate with Lahore’s Smart City infrastructure to record and analyze traffic data.
The 20 intersections selected for the first phase include GPO intersection, High Court Chowk, Regal Chowk, Governor House, Davis Road, Canal Road Junction, Zafar Ali Road, Fortress Stadium intersection, Jinnah Chowk, Sarfaraz Rafiqui Road, Secretariat intersection, Ferozepur Road, Muslim Town Mor, Bhekewal, Dubai Chowk, Barkat Market, Firdous Market, Askari 10, and Parvez Aslam Chowk.
Tepa officials highlighted that pelican signals are effective in balancing pedestrian needs with vehicular flow. Unlike conventional signals, they operate on demand-based pedestrian activation, which reduces unnecessary delays for vehicles while allowing pedestrians to cross safely.
“The initiative reflects the government’s commitment to adopting smart, safe, and sustainable urban mobility solutions for Lahore,” the official added.
