Islamabad: Federal Minister for Energy, Sardar Awais Ahmed Khan Leghari, has formally urged all provincial Chief Ministers and federal departments to adopt the Energy Conservation Building Code 2023 (ECBC-2023) as a national standard for all new constructions across Pakistan.
In official letters dispatched to key stakeholders, including the Ministers for Planning and Science and Technology, Leghari emphasized that immediate implementation of ECBC-2023 is essential to address the country’s rising electricity demand. The code, developed under the guidance of the Prime Minister, is designed to improve energy efficiency in buildings and reduce pressure on the national grid.

“Buildings account for nearly 60% of electricity consumption in Pakistan,” the minister stated, pointing out that poor design and outdated infrastructure are significant contributors to excessive power usage—especially during summer months when air conditioning use surges.
Leghari stressed that new construction must integrate energy-efficient design standards and electrical systems to manage growing demand. He proposed making compliance with ECBC-2023 a condition for the approval of future development projects, particularly those funded under the Public Sector Development Programme (PSDP).
The minister noted that consistent application of the code across all government and private sector projects would not only lower electricity bills but also support national efforts to manage energy resources more effectively.

According to Leghari, the ECBC-2023 offers a strategic solution to reducing electricity consumption, cutting costs, and supporting long-term energy planning. He called on provincial governments to incorporate the code into their planning processes and ensure its enforcement as part of Pakistan’s broader conservation efforts.
