Islamabad: The National Highway Authority (NHA) has announced plans to outsource right-of-way (ROW) management along national highways across Pakistan, aiming to increase revenue and enhance transparency in operations, officials said.
Under directives from Federal Minister for Communications Abdul Aleem Khan, the NHA has invited tenders for the management of ROW, which includes the collection of non-objection certificate (NOC) fees and annual rents from commercial establishments such as hotels, fuel stations, and roadside businesses.
The initiative is designed to create employment and business opportunities through public-private partnerships while strictly adhering to Public Procurement Regulatory Authority (PPRA) rules, according to the government press release.

The outsourcing plan will cover key stretches along major highways, including N-5 to N-80, in cities such as Karachi, Lahore, Peshawar, and Quetta. Firms eligible to participate must have an annual net worth of at least PKR 300 million. Financial bids for the project are scheduled to be opened on February 25, 2026.
Officials said the move is part of a broader strategy to transform the NHA into a self-sustaining entity, reducing reliance on the national exchequer while ensuring efficient and transparent management of commercial operations along highways.
