Lahore: The governing body of the Lahore Development Authority (LDA) on Wednesday approved a budget of PKR 59 billion for the financial year 2025-26, along with PKR 3 billion for the Traffic Engineering and Planning Agency (TEPA).
The decision was made during the fourth meeting of the LDA governing body held at the authority’s Johar Town office, chaired by LDA Vice Chairman Mian Marghub Ahmed. LDA Director General Tahir Farooq, WASA Vice Chairman Chaudhry Shahbaz Ahmed, and other officials attended the meeting.
According to the approved budget, LDA has allocated PKR 23.3 billion for development receipts and PKR 24.3 billion for non-development receipts. The Town Planning Wing has set a revenue target of PKR 16.5 billion, while the CMP Wing and sales and auctions have been given targets of PKR 1 billion and PKR 11.4 billion respectively.

LDA plans to undertake development works worth PKR 14 billion in LDA City, Avenue One and other schemes this year. An additional PKR 10 billion loan will be taken from the Punjab government for structure plan roads, raising the total road development allocation to PKR 20 billion.
The meeting also approved several regulatory changes. Amendments to the LDA Building and Zoning Regulations 2019 were passed, including revisions to floor area ratios, making basements and underground parking optional, and abolishing arcades in commercial properties up to two marlas. To facilitate business activity, the requirement of TPA/TIA for properties up to 90 feet in height and four kanals in size was also removed.
New regulations were introduced to improve and enforce the facades of commercial buildings in LDA-controlled areas. Penalties for illegal commercialisation were revised to 1% of the DC rate for properties up to 5 marlas and 1.25% for properties larger than 5 marlas. For educational and health institutions, the penalty was revised to 1% for up to 5 marlas and 0.75% for larger properties.
The governing body also approved amendments to the LDA Land Use Rules, sustainable development plans for Gulberg, and the development plan for LDA Avenue One. The meeting further emphasised restoring M&R for patchwork and routine road maintenance across LDA-controlled areas.

Authority members praised the performance of LDA departments, particularly improvements in revenue generation during the outgoing fiscal year.
