Rawalpindi: The Rawalpindi Development Authority (RDA) will launch a digital property transfer system from February 15, marking a shift towards fully online property transactions in the city. Once the system is operational, the existing manual property transfer process will be completely phased out.
The announcement was made during a meeting chaired by RDA Additional Director General Mohammad Anwar Baran, which focused on digitising housing scheme regulation, property transfers, and building plan approvals. Officials from the Punjab Land Record Authority (PLRA) were also present.
According to PLRA representative Hafiz Abdul Ghafoor, housing schemes will be integrated into an online web portal through their respective regulators. Functional prototypes of the system have already been developed, and approved housing societies will use the Property Transfer System to carry out secure transactions.
In addition to property transfers, building plan approvals will also be processed through the online portal. RDA officials said the digital framework would ensure transparency, accountability, and time-bound processing while reducing human intervention.

The authority said the new system would make it easier for the public to apply online, obtain approvals and NOCs more quickly, and reduce the risk of fraud. It is also expected to facilitate the marketing and sale of plots in legally approved housing societies.
RDA reiterated that strict action would continue against illegal and unauthorised housing schemes, commercial activities, and encroachments. The authority advised citizens to verify the legal status of housing projects through official RDA platforms before making any investment.
Officials also confirmed that complete data has been collected for issuing QR codes on files of approved housing societies. The QR code system, which has already been activated, is aimed at protecting buyers from fraud and has received appreciation from the National Accountability Bureau.
RDA management said training and support would be provided to ensure a smooth transition to the digital systems and reaffirmed its commitment to transparency, regulatory compliance, and protecting public interest.
