Islamabad: The Capital Development Authority (CDA) has announced a series of strict actions against housing and cooperative societies in Islamabad that have failed to initiate development work despite securing layout plan (LOP) approvals years ago.
The decision was taken during a high-level meeting at CDA Headquarters on Monday, chaired by CDA Chairman Muhammad Ali Randhawa. The meeting was attended by board members, the DG Planning, DG Special Projects, Deputy Commissioner Islamabad, and other senior officials from the enforcement and administrative wings.

According to the CDA spokesperson, several housing schemes obtained LOP approvals but made no effort to begin development work, instead selling plot files to the public. This has raised serious concerns about investor protection and land misuse in the federal capital.
To address this, the CDA has decided to:
- Initiate legal action against illegal and non-compliant housing societies in accordance with existing regulations.
- Publish a list of illegal housing schemes in newspapers to help the public make informed investment decisions.
- Ban the sale of construction materials to any housing society lacking an approved layout plan or a valid No Objection Certificate (NOC).
- Hold material suppliers accountable, requiring them to verify the legal status of societies before selling construction supplies.
- Target societies involved in illegal plot transfers, especially those evading the mandatory CDA transfer fee.

The CDA reiterated that buyers can verify the legal status of any housing society through its Planning Wing or by visiting the official CDA website.
Officials emphasized that these measures are aimed at protecting public interest, curbing speculative land sales, and promoting orderly development in Islamabad’s real estate sector.
