Islamabad: The Capital Development Authority (CDA) has emphasised the need for a clear federal directive to move forward with the Nilor Heights apartment project in Islamabad, with officials preparing to present options for its revival to the Prime Minister after the Eid holidays.
Launched in 2021 on CDA‑owned land near Nilor, the multibillion‑rupee housing project had completed the basic structural work on 60 blocks when construction was paused in 2023 after its then partner, the Naya Pakistan Housing and Development Authority (NPHDA), did not fulfil its financial commitments.

CDA officials said the agency has submitted a summary to the federal government seeking further guidance on how to proceed. After Eid, representatives from the CDA and the Interior Ministry are expected to brief the Prime Minister on the initiative and present multiple options for its future. Choices under consideration include completing the project using CDA’s own resources or selling the project in its current state in the open market.
“The government will then decide about the project’s fate,” a senior official said, adding that a clear directive from the federal government is essential for moving ahead.
Officials stressed that the focus is now on charting a practical path forward to complete the project, which is designed to deliver a mix of residential units to the market. They said the next steps will prioritise plan development and coordination among relevant authorities to ensure implementation aligns with policy decisions from federal leadership.
