Gwadar The Gwadar Development Authority (GDA) has approved a phased development programme under the second phase of the Gwadar Master Plan (2025–2035), involving projects worth around PKR 280 billion.
The decision was taken at a meeting chaired by GDA Director General Moeenur Rehman Khan, which reviewed and finalised the upcoming 10-year development roadmap aimed at transforming Gwadar into a modern, smart, eco-friendly and globally competitive port city.
According to a briefing given during the meeting, the authority is preparing a comprehensive PC-I based development programme that will first be submitted to the provincial government and then forwarded to the federal government for approval. Officials expect the programme to be included in the 2026–27 development portfolio.

Deputy Director (Town Planning) Abdul Razzaq informed the meeting that the plan will integrate multiple ongoing and future development initiatives, including the GDA’s existing business plan. The objective, he said, is to ensure effective and coordinated implementation of the Gwadar Master Plan.
The phased development approach is intended to streamline infrastructure expansion, urban planning, and commercial growth over the next decade, aligning Gwadar’s development with long-term strategic and economic goals.
