Lahore: The Punjab Land Records Authority (PLRA) has officially notified an increase in its service charges for the financial year 2025–26. The revised rates, effective immediately, will apply across the province and impact various property-related services including transfers, certified copies, and e-registration processes.
According to the notification, the updated service charges are as follows:
- Express Service (individual copy, transfer, gurdawari): PKR 3,500
- Standard Service (copy of property records, transfer, gurdawari): PKR 800
- Copy of registry: PKR 1,300
- Certified copy for individuals, banks, and agencies:
- Individuals: PKR 900
- Banks/Agencies: PKR 600
- Transfer through Express Service: PKR 9,700
- Transfer via Bank (non-express): PKR 1,100
- Transfer without Bank or Express: PKR 1,100
- Commission appointment fee for e-registration: PKR 6,100
- Transfer in cooperative societies & development authorities: PKR 2,500

In addition to service charges, PLRA has also announced a 0.1% property valuation charge on all purchase and sale transactions completed through the e-registration portal. A minimum charge of PKR 3,300 will apply, including to non-sale property transactions.
For approved housing societies integrating with the PLRA system, a one-time onboarding charge of PKR 5,000 will now be applicable on all properties.
The new rates reflect the authority’s effort to standardize and streamline revenue collection across its digital and on-ground service channels. Officials from PLRA stated that the revised fee structure will support improved service delivery, technology upgrades, and expansion of digital infrastructure for land and property record management in Punjab.
The move, however, is likely to affect transaction costs for property buyers, sellers, and real estate professionals, especially those using express or bank-assisted services. Stakeholders are advised to factor in the updated charges when planning transactions and to consult the PLRA portal or local offices for further clarification.
