Karachi: The Asian Development Bank (ADB) has approved an additional USD 80.75 million for the Sindh Emergency Flood Assistance Project (EFAP), further strengthening efforts to restore infrastructure and build resilience in flood-affected districts.
With this injection, ADB’s total commitment to the project rises to USD 280.47 million. The EFAP, launched in response to the devastating 2022 floods, aims to rehabilitate essential infrastructure such as irrigation, drainage, and flood protection systems, while also advancing climate adaptation and disaster preparedness.

Of the new tranche, USD 54.42 million has been earmarked for civil works and construction. To date, USD 56.83 million has already been spent on this segment. Overall, ADB has disbursed USD 135.33 million, representing 48.24% of total funding. From its share, USD 109.99 million has been released, though only 5.5% of the latest allocation has been utilised so far.
As of September 4, 2025, project progress stands at 43.9%. Implementation, however, continues to face hurdles including contractual disputes, shortages of construction material, delays in land acquisition, and sporadic social unrest. ADB has urged closer coordination with provincial authorities and faster resolution of bureaucratic and legal challenges to keep the recovery effort on track.
The additional resources are expected to speed up the completion of critical infrastructure in flood-prone areas, with a strong focus on improving irrigation and drainage networks to support agricultural recovery and reduce vulnerability to future floods.
