Islamabad: The National Highway Authority (NHA) has utilised 56 percent of its development allocation in the first six months of the current financial year, officials said.
According to NHA sources, the authority was allocated PKR 223.28 billion under the Public Sector Development Programme (PSDP) for 71 projects. Of this, PKR 124.31 billion has been spent between July 2025 and January 2026.
Major allocations included PKR 100 billion for three N-25 Balochistan Expressway projects, of which PKR 55.13 billion has been utilised. For 14 essential rupee cover projects, PKR 23.93 billion of the allocated PKR 61.57 billion has been spent. Similarly, PKR 20.46 billion has been disbursed from the PKR 26.93 billion allocated for 12 critical national projects.
For 10 sub-completed projects, PKR 8 billion out of PKR 9 billion has been utilised, while eight near-completion projects saw PKR 12.11 billion spent from a PKR 13.6 billion allocation. Other projects received PKR 3.84 billion of the PKR 6.17 billion earmarked. In contrast, three Build-Operate-Transfer (BOT) projects have used only PKR 81 million from PKR 6 billion allocated. The foreign-funded component of NHA’s PSDP stands at PKR 19.2 billion.

Overall, the total ongoing development schemes of NHA are valued at PKR 3.4 trillion, with a “throw forward” of PKR 2.7 trillion into FY 2026–27, including the USD 1.8 billion M-6 Sukkur–Hyderabad Motorway project.
Meanwhile, the Ministry of Planning, Development, and Special Initiatives has authorised PKR 555.5 billion, or 55.55 percent of the total PSDP allocation of PKR 1 trillion for FY 2025–26, for disbursement during July–January. Actual expenditure during this period stood at PKR 272.78 billion, equivalent to 27.28 percent of the total PSDP. The NHA holds the largest share of the PSDP with PKR 223.28 billion.
The report highlights steady progress in NHA’s road and highway projects while underlining the continued focus on disbursing allocated funds to advance infrastructure development across the country.
