Islamabad: The Capital Development Authority (CDA) has retained the requirement for a fresh No Demand Certificate (NDC) for every subsequent property transfer in Islamabad, as reported by a news source on September 18.
According to a written reply submitted to the National Assembly, the CDA said an NDC is required for each property transfer under the prevailing rules, regulations and prescribed procedures. The certificate is issued after verification of the property’s latest status, including outstanding dues, legal encumbrances, building violations and other restrictions that may affect the transfer.
The CDA stated that the requirement serves as a safeguard for parties involved in property transactions by confirming the status of the property at the time of transfer. The authority also clarified that property plots are not cancelled arbitrarily. Where cancellation is required, it is carried out under applicable laws, rules and allotment terms after due process.
Meanwhile, the CDA said it is reviewing its property transfer procedures with a focus on reducing processing times and facilitating applicants. The proposed reforms include digitising and automating estate management, simplifying documentation, strengthening verification mechanisms, standardising procedures and improving monitoring. The authority’s existing public guidance also lists property-related clearance and other documents among the requirements for plot and house transfers.
