Islamabad: The Capital Development Authority (CDA) has shortlisted two joint ventures (JVs) for the next phase of bidding for the construction of Islamabad’s first cricket stadium, moving the project closer to execution.
According to officials, Habib Construction along with ZKB-EA, and another JV comprising Lemar Builders, Kingcrete and BK Consultants have been declared technically qualified after evaluation of their bids submitted in response to CDA’s tender.
With the technical stage completed, both JVs have now been cleared to participate in the financial bidding process. The final contract will be awarded to the lowest evaluated bidder after design review and approval.

The project, developed in collaboration with the Pakistan Cricket Board (PCB), is planned on approximately 50 acres within the proposed Olympic Village site spread over 175 acres near D-12 at the foothills of the Margalla Hills. It is being executed under the Engineering Procurement and Construction (EPC) model, under which bidders also submitted design proposals.
Sources said the submitted designs will now be reviewed by a CDA-led expert committee, with input expected from the PCB. After approval of a design—possibly with modifications—both JVs will be asked to submit financial bids.
The Rs11.4 billion project will then be awarded to the lowest bidder, marking a key step toward development of the country’s first dedicated cricket stadium in the federal capital.
