Islamabad: The Capital Development Authority Development Working Party (CDA-DWP) has approved the construction of a new underpass at the Shaheen Chowk intersection to address growing traffic congestion in Islamabad. The decision was made during the 76th meeting of the CDA-DWP held on Thursday at CDA Headquarters under the chairmanship of CDA Chairman Muhammad Ali Randhawa.
The underpass, located at the intersection of 9th Avenue and Khayaban-e-Iqbal, has been designed by M/s NESPAK and carries an estimated cost of PKR 1.899 billion. The project aims to streamline traffic flow in the area by introducing an underpass along Khayaban-e-Iqbal for through traffic and a roundabout to accommodate right-turning vehicles. It is expected to be completed within six months.

In addition to the Shaheen Chowk underpass, the CDA-DWP also approved PC-I for the construction of a flyover at the junction of G.T. Road and Islamabad Highway. Designed by M/s NESPAK at a cost of PKR 1.803 billion, the two-lane flyover at Rawat T-Chowk will facilitate signal-free traffic from the Gujar Khan side (N-5) onto the Islamabad Highway.
The meeting also approved a third development project: the creation of a Christian graveyard in Sector H-8/1, with an allocated budget of PKR 275 million. The initiative is aligned with the National Commission for Human Rights’ goals of promoting inclusivity, interfaith harmony, and improved public health standards.
Senior officials from the Planning, Development and Special Initiatives Division, Ministry of Interior, Finance Division, CDA Board Members, and representatives from related departments and the consulting firm attended the meeting.
