Islamabad: The Capital Development Authority (CDA) has decided to enter into a joint venture with the Defence Housing Authority (DHA) for the development of three new sectors in Islamabad, following the successful execution of the Margalla Enclave project.
According to a CDA spokesperson, the two organisations will collaborate on the development of sectors D-13, E-13 and F-13. The initiative aims to accelerate urban development in areas that have remained largely undeveloped for years.

The spokesperson said CDA is currently expediting land allotment and clearance processes in the newly launched sectors to facilitate the formalisation of the agreement with DHA. Once land clearance is completed, the joint development agreement will be finalised.
Officials noted that CDA has been unable to fully develop these sectors since their initial planning in 2008. In contrast, DHA’s earlier collaboration with CDA on the Kari Model Village project was completed at a faster pace and converted into the Margalla Enclave housing scheme.
The spokesperson further added that the joint venture framework for other planned collaborations, including sectors G-12 and F-12, is also expected to be finalised soon.
The development reflects a broader push to accelerate housing and infrastructure projects in Islamabad through public-private partnerships, particularly in previously delayed or underdeveloped sectors.
