Islamabad: The Capital Development Authority (CDA) on Tuesday approved new regulations aimed at upgrading and formally integrating recognised katchi abadis into Islamabad’s urban planning framework.
The decision was taken at the second meeting of the CDA Board, chaired by Muhammad Ali Randhawa, who is also the Chief Commissioner Islamabad, according to an official statement.
The board approved the Islamabad Capital Territory Urban Regeneration/Renewal(Regulations, Upgradation and Relocation) Regulations, 2025 in line with directives issued by the Supreme Court of Pakistan and under the CDA Ordinance, 1960.

The regulations are intended to regulate and upgrade recognised katchi abadis located in the Islamabad Capital Territory. These settlements had been declared regular by the federal government between 1995 and 2004.
Under the approved framework, only residents found living in the settlements during a survey conducted up to December 31, 2002, will be considered eligible beneficiaries. The CDA’s Planning Wing will carry out a fresh survey of the recognised katchi abadis to prepare upgradation and rehabilitation schemes.
According to the CDA, the planned measures include the preparation of layout plans, improvement of infrastructure, provision of basic civic facilities, and the construction and repair of roads and streets within the settlements.
Officials said the initiative is aimed at bringing informal settlements into the city’s formal planning system and promoting more organised and sustainable urban development in Islamabad.

Separately, the CDA Board also reviewed a proposal for the construction of a model graveyard at Pandorian to cater to the needs of the city’s growing population. The chairman directed that the facility should include a designated funeral area, ablution spaces, public toilets, parking facilities, ambulance and funeral transport services, as well as CCTV surveillance.
He stressed that the project should meet high construction standards and incorporate modern facilities to serve residents effectively.
