Islamabad: In a major enforcement operation, the Capital Development Authority (CDA), in coordination with the Islamabad Capital Territory (ICT) Administration and Islamabad Police, sealed 18 unauthorized buildings and commercial outlets in Sector H-13. The move is part of an intensified crackdown on illegal and non-compliant constructions across the federal capital.
According to officials, the operation was carried out under the directives of the Chairman CDA, Chief Commissioner Islamabad, and the Director General Civil Defence. It marks a significant step towards strengthening regulatory compliance and promoting lawful urban development.

The action was executed by the Directorate General of Building & Housing Control, supported by the Directorate of Enforcement, in strict accordance with the CDA Ordinance, 1960, and the Building Control Regulations, 2020 (amended in 2023).
The sealed structures were found in serious violation of multiple regulatory provisions. These included construction without approved building plans, unauthorized commercial use of residential premises, illegal occupancy without obtaining mandatory Completion Certificates, and non-payment of applicable penalties and government fees.
Authorities confirmed that most of the units had ignored multiple warnings, including Show Cause and Final Notices issued by the CDA, offering ample time to fulfill legal formalities.
A CDA spokesperson stated that the ongoing operation reflects the authority’s zero-tolerance policy towards violations of building regulations and illegal urban expansion. The initiative aims to preserve the city’s planned development and safeguard public interest.

Further legal action is expected against persistent violators who continue to flout building laws. The CDA has urged all developers, builders, and property owners to seek proper approvals and fulfill codal requirements before initiating or occupying any structure in Islamabad. Non-compliance will lead to strict legal consequences, including sealing, fines, and possible demolition.
The CDA reiterated that this drive will continue across other sectors, and stakeholders are strongly advised to adhere to all relevant regulations to avoid punitive measures.
