Islamabad: The federal government has proposed development allocations exceeding PKR 300 billion for major road and highway projects under the Public Sector Development Program (PSDP) for fiscal year 2025-26, according to official sources.
A substantial share of the proposed funding is dedicated to the dualization, rehabilitation, and expansion of critical national highways aimed at enhancing regional connectivity and trade routes.
The largest allocations are directed toward the Karachi-Quetta-Chaman highway (N-25), with PKR 40 billion each proposed for the Karachi–Kararo and Wadh–Khuzdar sections, and another PKR 40 billion for the Khuzdar–Kuchlak stretch. Combined, this marks one of the most significant infrastructure investments in Balochistan in recent years.
The Hyderabad–Sukkur Motorway, a 306-kilometre, six-lane expressway, has been allocated PKR 30 billion—placing it among the highest-funded standalone projects in the upcoming budget.

Other proposed allocations include:
- PKR 10 billion for the Sialkot–Kharian Motorway
- PKR 7.5 billion for the Lahore Ring Road to Kasur Interchange
- PKR 7 billion for the Hoshab–Awaran–Khuzdar section of M-8
- PKR 4.5 billion for the dualization of the Kuchlak–Zhob road (N-50)
In addition to large-scale highway projects, the government has proposed smaller allocations for land acquisition and local road infrastructure. These include PKR 2 billion for Karachi–Lahore Motorway land acquisition, PKR 1.34 billion for land acquisition for the Kuchlak–Zhob dualization, and dozens of road and drainage schemes in districts such as Sargodha, Gujrat, Bahawalpur, Mianwali, Faisalabad, Kasur, and Chakwal—each ranging between PKR 100 million and PKR 800 million.

PKR 2.5 billion is earmarked for industrial roads in Karachi’s SITE area, while the Sindh Coastal Highway may receive PKR 4 billion. Additionally, PKR 16 billion has been proposed for NA-level development road schemes and PKR 14 billion for road development packages in Punjab through Pak-PWD and DDWP channels.
Several of these projects fall under international connectivity frameworks such as the Central Asia Regional Economic Cooperation (CAREC) and the Belt and Road Initiative (BRI), reflecting Pakistan’s focus on boosting trade routes and regional integration.
