Karachi: Sindh Chief Minister Syed Murad Ali Shah on Wednesday directed the Board of Revenue (BoR) to expedite the integration of the e-mutation system with the e-registration platform and accelerate progress on the e-transfer mechanism to enhance transparency and public service delivery in land-related matters across the province.
Presiding over a high-level meeting at the CM House, the chief minister reviewed the performance of the Land Administration & Revenue Management Information System (LARMIS) and instructed concerned departments to ensure faster digitisation of land records and interconnectivity among digital platforms for more efficient service provision.
The meeting was attended by Karachi Mayor Murtaza Wahab, Chief Secretary Asif Hyder Shah, Commissioner Karachi Hassan Naqvi, Local Government Secretary Waseem Shamshad, BoR officials Omar Farooq Bullo and Saleem Baloch, and LARMIS Director Saifullah Abro, among others.

Highlighting the importance of digitisation, CM Murad stated that LARMIS was created to offer citizens streamlined and computerised access to land record services throughout Sindh. He noted that the system currently operates via 27 People’s Service Centres (PSCs) across district headquarters, along with an online portal accessible through the BoR’s official website.
Officials briefed the CM on the infrastructure supporting LARMIS, including a state-of-the-art data centre located at Revenue House, Clifton, and a Disaster Recovery Centre (DRC) in Hyderabad, ensuring uninterrupted access to digital land records in case of emergencies.
The digitisation process began in 2010 with the scanning of legacy records from 1985 to 2010, covering key documents such as Forms VII-A, VII-B, and Form II, collected from Mukhtiarkar offices across Sindh. Post-2010 records are continuously scanned and indexed at the Provincial Record Centre (PRC) in Hyderabad to maintain updated access for the public and government stakeholders.
The system has been significantly upgraded in recent years. As of February 2024, the BoR launched a comprehensive e-registration system, now operational in 51 sub-registrar offices. This digital system enables online registration of documents through PSCs. By July 2025, officials expect to have registered over 100,000 documents and deeds through the platform.
LARMIS also provides digital land title verification access to various government and statutory bodies, ensuring more reliable and efficient decision-making.

Reiterating his government’s commitment to digital governance and citizen facilitation, the chief minister said the full integration of e-mutation, e-registration, and e-transfer systems would modernise the land revenue system and eliminate bureaucratic bottlenecks.
He directed all relevant departments to submit an implementation timeline and ensure swift interlinking of the platforms. “The ultimate goal is to ensure that land services are transparent, efficient, and accessible to every citizen of Sindh,” he said.
The CM further emphasized that digital land records would help reduce disputes, curb corruption, and strengthen property rights in both urban and rural areas.
