Lahore: The Lahore district administration has announced that motorcycles without safety rods will not be allowed to enter or operate within the city during the three-day Mehfooz Basant festival scheduled for February 6, 7, and 8.
Commissioner Lahore Marryam Khan said the measure is part of strict safety arrangements aimed at preventing injuries caused by kite strings. Under the Kite Flying Ordinance 2025, the installation of safety rods or wires on motorcycles has been made mandatory during the festival.
She said the district administration will set up around 100 road safety camps across Lahore, where safety rods will be installed on 50,000 to 60,000 motorcycles daily. In total, about one million safety rods are expected to be fitted during the Basant period. Motorcycles without safety rods will be stopped at entry points and not allowed on city roads.

The commissioner said kite flying will only be permitted within Lahore district limits during the designated Basant days, while the manufacturing and sale of kites and strings will be allowed for a limited period under strict regulation. Only registered manufacturers, traders, and sellers with valid no-objection certificates (NOCs) will be permitted to operate.
She added that all relevant departments, including the police and district administration, will remain on high alert during the festival to ensure public safety. Citizens were also urged to cooperate with authorities to help ensure that Mehfooz Basant is celebrated without incidents.
