Lahore: Lahore authorities have finalized a detailed security plan for Basant 2026, dividing the city into Red, Yellow, and Green zones to manage risks associated with kite flying and ensure public safety during the festivities.
The comprehensive police report has been submitted to the Lahore High Court (LHC) in accordance with court directives.
The filing comes in response to a petition challenging the Punjab Kite Flying Act and the government notification allowing kite flying during the festival.
Following instructions from the LHC, police informed the court that the Basant security strategy has been devised after a thorough analysis of ten years of data, aimed at identifying potential hazards and high-risk areas.
The report states that strict enforcement of the Punjab Kite Flying Act will be ensured. Only registered kites and cotton strings will be allowed, while glass-coated, chemical, or metallic strings will face zero tolerance. To enhance accountability, each kite and string will carry a unique QR code for full traceability.

Authorities will maintain continuous monitoring of kite flying activities through drones, social media surveillance, and dedicated control rooms operating around the clock. Strict action will be taken against rooftop drinking, aerial firing, and other illegal activities during Basant to ensure the safety of participants and residents.
Additionally, helmet use and the installation of safety wires will be mandatory for motorcyclists. Entry into Red Zones without antennas will be strictly prohibited. To facilitate smooth transportation during the festival, the government will operate 5,000 free rickshaws across the city.
Rescue services, health departments, and traffic police will remain on high alert throughout the Basant period, ready to respond to emergencies and maintain public safety. This multi-layered security approach aims to allow citizens to celebrate the cultural festival while minimizing risks and ensuring a safe environment for all participants.
