Peshawar: Chief Minister of Khyber Pakhtunkhwa, Muhammad Sohail Afridi, has approved a proposal to convert municipal waste into fuel under the Public-Private Partnership (PPP) framework, directing that the unsolicited proposal submitted by a private company be floated in the market to ensure transparency and a competitive process.
The decision was taken during a meeting of the PPP Committee, where Afridi emphasized that the waste-to-energy initiative would establish a modern and sustainable waste management system in Peshawar.
The project will produce Refuse-Derived Fuel (RDF) from municipal waste, which will be used as an alternative to coal in the cement industry. Officials noted that the initiative is expected to reduce reliance on imported coal, save foreign exchange, create employment opportunities, and provide additional economic gains through industrial utilization and potential carbon credits.

Under the plan, material recovery and processing facilities along with supporting infrastructure will be developed at the Shamshatoo landfill site in Peshawar. The project is also aimed at lowering greenhouse gas emissions, reducing waste accumulation at landfill sites, and promoting environmentally friendly waste management practices.
Officials further stated that following the successful implementation of the project in Peshawar, the model will be expanded to other divisional headquarters across Khyber Pakhtunkhwa.
The meeting was attended by Provincial Finance Minister Muzammil Aslam, Chief Secretary Shahab Ali Shah, administrative secretaries of relevant departments, and other members of the PPP Committee via video link.
