Rawalpindi: The Rawalpindi Development Authority (RDA) has proposed the construction of a new underpass at Ninth Avenue Chowk on Karnal Sher Khan Road to address severe traffic congestion between Rawalpindi and Islamabad. The project, estimated to cost PKR 800 million, is currently awaiting approval from the Punjab government.
Once completed, the underpass is expected to ease traffic bottlenecks at one of the busiest entry and exit points between the twin cities. Sources said the proposed underpass will be 1,600 feet long and 16 feet below road level, with a width of 24 feet, compared to the existing road width of 36 feet. A pumping house will also be constructed to ensure proper drainage of rainwater.
Currently, a flyover at Ninth Avenue Chowk facilitates signal-free movement towards Faizabad. However, traffic traveling beneath the flyover—from Islamabad to Rawalpindi and vice versa—remains heavily congested due to the high volume of vehicles.
The chowk serves as a critical alternative entry and exit point for vehicles entering Islamabad via Double Road and Rawalpindi via Ninth Avenue. Authorities have highlighted that making this junction signal-free is essential to improving traffic flow in the area and reducing daily gridlocks.
The RDA’s proposed underpass aims to complement existing infrastructure and provide relief to commuters, enhancing connectivity between the twin cities while supporting smoother urban mobility.
