Karachi: The Association of Builders and Developers (ABAD) has called on the government to take immediate measures to operationalise Gwadar, utilising China-Pakistan Economic Corridor (CPEC) funding to designate the port city as a tax-free zone and a smart city, while ensuring law and order and greater participation of the local population in development projects.
Speaking at a press conference on Tuesday, ABAD Chairperson Hasan Bakshi said that Gwadar remains a critical driver of Pakistan’s growth and prosperity but has not been fully leveraged. He warned that without prompt and effective action, the city may fail to deliver its expected economic benefits.

Bakshi highlighted that although China pledged $45 billion under CPEC in 2014, Gwadar has received only $800 million, with most funds diverted to the power sector. He added that full development of the port city could have enhanced cargo access to China and Central Asia, creating new export opportunities for Pakistan.
Security remains a key challenge, he noted, stressing the need for investment in the local population to make them stakeholders in protecting the city. He also questioned delays in making Gwadar’s new airport operational, suggesting that domestic flights should begin if international operations remain pending to reduce the city’s isolation and attract investment.
The ABAD chairperson further emphasised that local communities must be central to Gwadar’s development. “Investment creates jobs and strengthens the economy. While locals have the first right, national and foreign investors should also be welcomed,” he said.

He warned that incomplete government schemes have pushed builders from all provinces working in Gwadar close to bankruptcy, citing issues such as the absence of computerised land records outside Punjab. Bakshi noted that addressing these issues is critical to protect existing investors and attract new investment.
