Islamabad: The Federal Board of Revenue (FBR) has started a nationwide exercise to map retail markets and individual shops as part of efforts to improve implementation of the Asaan Tax Scheme and bring more retailers into the documented tax system. The decision was taken during a review meeting chaired by Minister of State for Finance and Railways Bilal Azhar Kayani, where FBR officials were directed to conduct market visits alongside trader representatives. During the exercise, teams will identify shops, create awareness about the scheme and assist retailers with registration and tax filing procedures.
The move follows a limited response to the scheme, with FBR aiming to expand participation among retailers. The authority noted that Pakistan has approximately 4.3 million commercial electricity meters, while around 600,000 commercial meter holders have been filing tax returns, highlighting the gap between operating businesses and registered taxpayers.
Under the simplified tax framework, eligible small retailers can register through an easier process, with the scheme designed to reduce compliance challenges and encourage voluntary participation. Businesses with annual turnover of up to PKR 200 million are eligible, with registered shopkeepers receiving a simplified tax mechanism and facilitation support.

FBR officials will also address concerns raised by traders regarding registration and filing procedures. The authority has clarified that the scheme is being implemented in consultation with trade representatives, while technical issues identified during the process are being resolved.
